A declaration of the end of the Korean War

Bush 'Offered to Sign End to Korean War With Kim Jong-il' The Chosun Ilbo/Nov.30,2006

Hmmm, the problem is what the US is up to.
The U.S. says the two Koreas should be the signatories to any declaration of the end of the war or a peace treaty, and if they sign first, the U.S. and China will offer guarantees

So does this mean the U.S. has a secret agreement with China about North Korea?
One likely scenario is that China will take the hegemony over North Korea, and the U.S. will finally leave the peninsula. It might be, considering the budget the U.S. can afford to East Asia.
