"Chinese gov't continues favorable policy in Tibet"---favorable policy?

BEIJING, Nov. 27 (Xinhua) -- China's State Council has recently decided to continue favorable and supportive policies during the 11th Five-Year Plan period (2006-2010) to promote the economic and social development in the Tibet Autonomous Region.

Continue favorable policy? Huh? When did China start the favorable policy? You mean gulping up Tibet was supportive policies toward Tibet because Tibet was underdeveloped?

The government will continue to enhance infrastructure construction in Tibet, extending the Qinghai-Tibet Railway, reconstructing the main roads connecting Tibet and surrounding regions, accelerating the construction of airports, as well as improving the energy, postal, and telephone services during the next five years.www.chinaview.cn 2006-11-27 20:21:10

I heard this railroad was the one that concern native Tibetan most.
Traditionally China gulped up another land by sending enormous amount of Chinese(漢) people, and . And that is an strategy of Sun Tsu's art of war.
You know, "Hey this is our land, look, most of people are Chinese!"
And the railroad from the main land is the most convenient way to transport Chinese.

If Chinese newspaper is talking about Tibet without mentioning Shooting the monks by Chinese soldier, I guess China's hypocrite policy has not changed essentially.
