South Korea/North Korea

U.S. special envoy Jay Lefkowitz said well-intentioned projects should be backed by strong monitoring to avoid being counterproductive.

"By channelling large amounts of unmonitored aid to North Korea, some governments may actually worsen matters and unwittingly prop up the regime," he wrote.

Lefkowitz also raised concern about an industrial park located in Kaesong, just north of the heavily fortified border that divides the peninsula, where South Korean firms produce goods using cheap North Korean labour.

"The world knows little about what actually goes on at Kaesong, and given North Korea's track record, there is ample cause for concern about worker exploitation," he wrote.Tuesday May 2 Reuters

要するに、韓国が北朝鮮にチェックの甘い食料を援助することによって、現政権の維持の延命をしているし、また、北朝鮮人の労働力を搾取しているということですねーーーなんてことでしょうか、あまりにも残酷な仕打ちですね。
